Observations - Tgt Height Column Right Click Menu

Some of the options on this right click menu are duplicated with the Code column.  Listed below however are those items unique to the Tgt Height column.

• Set: Sets the Point Number on the selected readings to a given value.
• Offset: Offsets the selected target heights by a given value.
